General vs specific licence

A general licence authorises a category of activity for anyone meeting its conditions; a specific licence is granted to a named applicant for a defined transaction. Reading the general licences first often removes the need to apply.

A worked example and links to the primary regulators are added in Phase 2. For how this applies to a specific matter, a fixed-fee written position is the proportionate step.
